It says that ESL teachers have failed to let mainstream teachers know what level their ELLs are on. This only makes the ELL more confused and not progressing in the classroom. In order for the mainstream teachers need to do to help the ELLs is using appropriate leveled instruction and assessments. In chapter 8, it talks about how teachers need to grade the ELL students.
